The ‘OM’ prefix/memory tag on current style UK number plates is a reference to the Oxford DVLA local office which issued the registration, and is within the local area to where the vehicle was first registered (may not be accurate if a private registration is in use).
While the DVLA still uses this memory tag as a distinguishing marker, it's worth noting that by July 2012, all DVLA local offices (with the exception of DVLA Swansea) across England, Wales, and Scotland were closed and moved online.
