The ‘LM’ prefix/memory tag on current style UK number plates is a reference to the London, Borehamwood (formerly Stanmore) DVLA local office which issued the registration, and is within the local area to where the vehicle was first registered (may not be accurate if a private registration is in use).
While the DVLA still uses this memory tag as a distinguishing marker, it's worth noting that by July 2012, all DVLA local offices (with the exception of DVLA Swansea) across England, Wales, and Scotland were closed and moved online.
